BOUMI SHRINE MOTOR CORPS

I – NAME
Section
I.
The name of this Unit of Boumi Shrine A.A.O.N.M.S. shall be: "MOTOR CORPS."
ARTICLE II – PURPOSE
Section 1.
The purpose of this Unit is to aid, assist and promote the general interest of Boumi Shrine at all times.
Section 2.
To act as the escort of the Illustrious Potentate at his request and pleasure and to lead the Units of Boumi Shrine, whenever requested, at all public functions and parades.
ARTICLE
Section 1.
This
Unit shall be governed by the By-Laws of Boumi Shrine and the Imperial Code
of the Imperial Council, A.A.O.N.M.S. and
these By-Laws.
ARTICLE IV - OFFICERS
Section 1.
The Offices of the Motor Corps shall be limited to rank
and in the order of their importance;
Captain, 1st
Lieutenant, 2nd Lieutenant,
and two Sergeants. The 1st Lieutenant shall assist the
Captain at the Captain’s
request, is acting Captain during the Captain’s absence, serve as
Circus Chairman and assume other
duties as assigned by the Captain. The 2nd Lieutenant
shall oversee committees and
fund raisers, reporting directly to the Captain. A Sergeant
shall serve as Secretary. A
Sergeant shall serve as Treasurer.
Section 2.
The
Office of Captain shall be elected each year from among the active members of
this Unit,
and remain so until voted a change by a majority of members of this Unit
present at a regular
meeting. The active member receiving a majority vote for this office, by secret
ballot, shall
be declared Captain of the Unit. No Motor Corps installation shall be made
until after the
Illustrious Potentate has been elected, installed, and given his approval of
the elected Captain.
After
the election of the Captain, the Office of 1st Lieutenant and 2nd
Lieutenant shall be
subject to a majority vote of the members present at the meeting. Any other
offices shall be
by appointment of the Captain.
Section 3.
The Captain shall be vested with full authority to:
A. Appoint the Sergeants
B.
Appoint the Drill Instructor(s)
C. Appoint the road Captains
D. Appoint
committees as he may deem necessary
E. Submit a complete roster of the
Motor Corps membership and an inventory of Boumi
Shrine property to the Potentate and
Chief Rabban at or before the annual election of
officers
of
Section 4.
The
Secretary shall keep records of membership, meetings and all other activities;
keep
proper minutes of each meeting; write articles for the Boumi News; and shall
promptly pay
all monies to the Treasurer, accepting his receipt. He shall issue all notices
to members and
present a detailed report at each meeting.
Section 5.
The
Treasurer shall receive all revenue of the Motor Corps and give proper receipt
to the
member for his money from a receipt book, which leaves a permanent carbon copy
in the
receipt book, and then deposit said revenue in a bank approved by the Motor
Corps; pay
all approved bills by check co-signed by the Captain and either the Treasurer
or Secretary;
render a just and accurate account of the finances when called upon; be
prepared to submit
his books to the Auditing Committee at the close of his term; and shall submit records for
ARTICLE
V– MEMBERSHIP
Section 1.
Active and
Associate membership in the Motor Corps shall be limited to members of Boumi
Shrine in good standing. Members may be any member of Boumi Shrine in
good standing
and are eligible to become members
by making proper application in writing. To be elected to membership, the Noble must be recommended by
two members of the Motor Corps, and approved by
a majority vote of the members present at the meeting.
All members have voting rights in the business of the Motor Corps except matters relating to motorcycle equipment which shall be limited to voting by Active members. Only Active members may be nominated or elected to the office of Captain or 1st Lieutenant.
Active
members shall be those members who own or otherwise have a parade worthy
motorcycle
as described in Section 2 of this Article available for their use during Motor
Corps activities or who
qualify in accordance with Section 3 of this Article.
A. Active members may participate in either of the following two sections:
Section
A - Will consist of members having motorcycles of the same make and model,
be of the same color and outfitted in a like manner.
Section B – Will consist of members with motorcycles other than those that make up Section A.
B. Active member is one who owns or otherwise has the use of an acceptable motorcycle defined in Section 2 of Article V and may participate in either Section.
C. Associate members will consist of those members, other than Active members who are approved for membership in accordance with Section 1 of this Article.
D. Honorary members are those members who have demonstrated a continued exemplary service to the Motor Corps as non-members and have been approved for membership in accordance with Section 4 of this Article.
Section 2.
The acceptable motorcycle shall be a parade worthy motorcycle as determined by a majority vote of the active members present at the Motor Corps meeting.
Section 3
Any active member
who sells his motorcycle and has a receipt, order form or has placed a deposit
on a replacement motorcycle shall remain an active member. If the motorcycle
has not been replaced or ordered within
thirty days said member shall be put on the Associate member list and must
relinquish his uniform and all property of the Motor Corps or Boumi Shrine immediately. Upon approval of a
replacement motorcycle, the member shall be reinstated as an active member.
Section 4.
Honorary members
shall be limited to any Noble who qualifies in accordance with Paragraph D of
Section 1 of this Article and who has
been voted an honorary membership by members of the Unit. These members shall
be excluded from paying dues.
Section 5.
For new applicants for membership, the Captain shall, upon receiving an application for a prospective new member, appoint a committee of three to determine the qualifications of said applicant using the following criteria as part of the committee investigation:
A. Does the applicant have a parade worthy
motorcycle?
B. Does the applicant’s history indicate that he
will be an asset to
the Boumi Shrine Motor Corps and to Shrinedom?
C. Is the applicant willing to "dress up" his motorcycle to comply
with the inspection team's recommendations?
D. Must be a member in good standing of Boumi Shrine.
Answers to the above must be positive and the applicant must be recommended by the Investigating Committee before he is accepted.
ARTICLE
VI –UNIFORMS
Section 1.
Active members shall be responsible for the loss, maintenance, and care of uniforms and accessories assigned to them. Any member of the Motor Corps who willfully and knowingly destroys or causes misuse or abuse of uniforms, accessories, equipment, or any property of this Unit shall be subject to suspension and the cost or replacement of any Boumi Shrine and/or Motor Corps equipment.
ARTICLE
Section 1.
The
Auditing Committee shall consist of no less than two members of the Motor
Corps.
The Auditing Committee shall audit and examine all books and accounts of the
Treasurer
and shall submit annually and prior to January 31st, a written and
detailed report of the audit.
Copies of this report shall be submitted to the Illustrious Potentate,
Recorder, and Captain
of the Motor Corps.
ARTICLE
VIII - DUES
Section 1
The
annual dues shall be set by a two-thirds majority vote of all members at its
regular meeting.
Dues notices shall be mailed by November 1st and shall be paid by
December 31st of each year.
A notice of any vote to change the dues shall be mailed to all members at least
thirty days prior
to any vote.
ARTICLE
IX - MEETINGS
Section 1
Regular meetings of the Unit will be held on the third Tuesday of each month unless otherwise changed by the Illustrious Potentate or members by a majority vote.
Section 2.
Special meetings
may be called by the Captain at any time provided that ten days written notice
or five days verbal notice is given to all members.
ARTICLE X -
AMENDMENTS
Section 1.
These By-Laws may be amended by an affirmative vote of three fourths of all members present at a regular Motor Corps Meeting, after thirty days prior written notice has been given to members of the proposed amendments and upon submission to and approval of the Illustrious Potentate.
ARTICLE XI – QUORUM
Section 1.
A Quorum shall
consist of at least ten percent of
the members, to include at least two
elected officers. No meeting shall be
held and no business shall be transacted unless a quorum is present.
